The Two Cent Bridge still crosses the Kennebec at Waterville, one of the last toll footbridges of its kind left standing. Sessions run at a distance, so no bridge, river or February sidewalk is ever part of the arrangement. Waterville was formed from the western parts of Winslow and incorporated on June 23, 1802. Ticonic Falls stopped boats going any further up the Kennebec, which made this the head of navigation and therefore a town. Colby began in 1813 as the Maine Literary and Theological Institution, became Waterville College in 1821, and took its present name in 1867. The Lockwood Manufacturing Company's cotton mill dominated the riverfront with 1,300 workers by 1900, and the iron footbridge across to Winslow, opened in 1901 and rebuilt in 1903, is still called the Two Cent Bridge after the toll the mill hands paid.
