Volney Rogers was riding through Youngstown Township in 1890 when he came on Mill Creek Gorge, then being taken apart for timber and stone. He took options and bought land from more than ninety separate owners, then wrote and pushed the Township Park Improvement Law, and in April 1891 voters approved the first park district in Ohio. Lanterman's Mill, built in 1845 and 1846 by German Lanterman and Samuel Kimberly on a site milled since 1799, closed in 1888; Rogers bought it in 1892 and it was restored in the 1980s with a gift from the Ward and Florence Beecher Foundations.
