John Harris, an English trader, settled on this bank of the Susquehanna in 1719, and his son John Harris Jr. laid out the town in 1785 and named it for his father. It became the state capital in October 1812 and has stayed one. The Capitol was finished in 1906 to Joseph Miller Huston's design, its dome rising 272 feet on the model of St Peter's in Rome. In December 1900 the reformer Mira Lloyd Dock gave a lecture called The City Beautiful to the local Board of Trade, and the campaign that followed produced Riverfront Park, Reservoir Park, Italian Lake and Wildwood Park along with new sanitation.
