The place was called Turk's Head, after an inn that stood where the downtown is now, before it became the seat of Chester County in 1786 when the county government moved out of Chester; the borough incorporated in 1799. The courthouse was designed in the 1840s by Thomas U. Walter, who went on to work on the Capitol in Washington, and the borough kept enough of that period to have its downtown listed on the National Register in 1985. In the eighteenth century this was a center of clockmaking, and later a wheelworks and a cream separator company kept it industrial.
