Ludlow started as a mill town on the Black River and kept an industrial character much later than most of the region, with a General Electric plant running here until 1977. In July 2023 the flooding that hit Vermont hit Ludlow about as hard as anywhere in the state. It is a small place with a working history rather than a preserved one.
