Westbrook was set off from Falmouth and incorporated as Stroudwater on February 14, 1814, and carries the name of Colonel Thomas Westbrook, a commander in Father Rale's War, the king's mast agent, an early settler and a mill operator. The Presumpscot runs through the middle of the city over Saccarappa Falls and Congin Falls. The paper mill at Cumberland Mills was making 1,000 tons a year by 1859 and took the name S. D. Warren in 1867. IDEXX Laboratories is headquartered here now and has overtaken the paper mill as the city's largest taxpayer.
